Is there a consensus about weather changes, and their effects on elk?

I'm aware that heat will cause them to be more nocturnal.

Colder weather can make them more active in the rut and stay out longer during daylight hours.

Rain?

Storms?

Wind?

Transitions from nice weather (60's, sun, fair winds) to stormy days will cause them to be out more or to stay bedded more?

How about the opposite? Nice weather following a stormy period makes them more active?

Maybe I'm looking for patterns where it's just too random or specific to an area to have wide reaching value.

What say you?

Decent snow storm (several feet) typically gets them feeding more and worried about winter. Typically moves them down from higher to lower levels locations. Big storms tend to get them moving towards winter grounds. Little bit of snow won’t really move them.

They will be out in rain. You are spot on with many of your observations.

Hunting pressure will likely cause just about as many changes in their behavior as weather does.

More pressure moves em or drives them deeper into black timber.
