WY, ID, MT spring spot and stalk

Looking at a spring bear spot and stalk. I'm trying to decide between the above states. Idaho and Western MT are both about 21 hour drive for me. That's two fewer days of hunting compared to the bighorns for example, in WY that are a 14hr drive but the quota in WY shutting down the season has me a bit concerned as a nonresident. I saw one unit was closed after only 8 sows being shot. When are the quotas normally met in WY? Other areas I should consider in mid or eastern half of Wyoming? Western WY is only a few hours short of going all the way to Idaho. Any other advise you could offer would be appreciated as I haven't a clue what I'm doing really.

Fly southwest and rent a jeep. My opinion.

I hunted Wyoming last spring and fall. Did run into a closed unit towards the end of October. Have a plan A, B and C.
