WY Leftover Question - Exception Area?

I was looking over the leftover licenses for WY and noticed most say “exception area”. Does that refer to the wilderness rule for nonresidents? I couldn’t find any info on the WY website referring to what the exception area refers too.

Typically it means limited access to public lands, but could vary by tag.

Wondering where it says exception area, is this on an app you have about licenses ?
Look at the regulations for each area to see just what they are talking about, must mean private land only or only parts of an area.
