Wyoming archery 47/48…which is better?

Looking to go to Wyoming this year for first time. Have it pretty narrowed down to these two units. We want to hunt archery season, there-in lies the question of which is better suited to waterhole/blind style? Found quite a bit of waterholes on public in both units, maybe too much water? Is it crowded during the archery seasons? What should overall expectations be? Always open to pm’s regarding these types of question’s/discussions. Thanks for your time and hoping to discuss with some of you 47/48 veterans!

Most of the water in the area, other than significant reservoirs, was dried up last year. A local we spoke with who grew up in the Shirley Mountains said there are 70% less antelope today than 3 years ago and it seemed that way. Most of the antelope were concentrated in a couple smaller areas.
