so as the Wyoming deadline is approaching i was talking with a buddy about units that are majority wilderness.
the question came up, if the wilderness is in the national forest how can the state decide non residents can't hunt it unless accompanied by a resident or guide?
i assume there are a few different angles to this, just wanted to get the opinions of other hunters who might know the reasoning behind it.
