I would buy a reloading kit but if you want a custom rifle pick what ever short action caliber you want and use the action. Rem 700 are not rare I would not hesitate to use it. I got one built in 6.5 creedmoor let my kid use it to shoot a deer now he thinks his Savage .243 needs a face lift

Imho, the path of greatest value here is A) figure out what factory load it likes and buy $300 of it online or B) get it rebored by JES, which will cost about $250.
