I would start by picking the country you want to hunt: high country/alpine, timber, roads, lower elevation, flats, etc...then look for units.
I've only elk hunted but I've seen whopper mule deer come from plenty of units, many that require 0-2 pts. CO has great mule deer...it will be a blast...
This. E-scout for small pockets of hard to get to terrain that offer cover & water. You can zoom in to see cars/trucks...then match that up with well know trails...find the middle ground.

You don't raise tag prices when you want more bears harvested...you raise them so less guys hunt them, and populations rise leading to more depredation of elk and deer. This means less hunters needed or no hunters.
This follows right along with everything else the Governor is doing to end...
If wanting archery I would budget more than 1 hunt/season on doing this...but it's doable...even DIY public land.
If you want to just hunt once and be done - a top rifle outfitter hunt is probably the only way to go.
Be careful...once I put my 300" bull on the wall...it's a reminder everyday...

I made one trip to the BWCA in '22 with my son and trying to get back this summer. I loved it way more than I anticipated. Canoe travel/camping is awesome. I will just have to rent one again this summer if we go.
