land owner tags CO. units 70,75

Hello everyone, I am trying to help some one out. I am looking for some info on land owner tags for these units. This person I'm trying to help has been REAL busy between trying to move from one state to another while trying to maintain a business too. So if anyone might have an idea it would be very appreciated. Thanks in advance!!
