Tool Bar Disabled

My tool bar for posting links, images, changing fonts, colors etc, has not been usable for a month or more. I don't think I have changed any settings, and I know any changes were not intentional.

How can I get this toolbar back?

Nope... Not that savvy.


Take @fngTony's image (grayed out) and that's what I'm talking about.

Inoperable.

No luck ... And the dark theme is much mo' better, anyway, FWIW ....

So, I'm sitting on the light theme for a couple of days and it's butt-ugly compared to the dark, and I still can't use the toolbar.

Any other suggestions?

Nope bone stock everything, lost the toolbar about 2 months ago. Chrome
