What's Resolution 69 about?

Out of curiosity, what's the latest uproar from anti groups on Resolution 69 that recently passed? Obviously does not affect me but my wife's friend book feed lit up with it the other day and being an ardent predator she was also curious if it was more self righteous indignation by anits or what. Any insight?

Guys in Alaska can comment, but it looks to be removing power from a rule that was passed where game cannot be taken in national wildlife refuges unless for subsistence in Alaska.

It give the power back to the state to manage wildlife in the wildlife refuges within its borders.
