Who makes the T/c encore barrels or do they make them in house??

TC barrels marked TC are made in house. Aftermarket barrels are made by Bergara, Match Grade Machine (excellent barrels), SSK, Van Horn, EA Brown, and Bullberry. These are the ones I can think of off the top of my head. MGM, Van Horn, SSK and Bullberry will do some custom work.

Bellm T/Cs is an outfit you are missing from your list and in T/C Circles is widely considered maybe the top Contender/Encore guru around. I'm sure there are others, but you're not going to go wrong with Mike Bellm. Haus of Arms is another T/C specialist but I don't think they make barrels in-house, just act as a distributor/retailer.

Bellm doesn't make barrels. He does rechambering. He tweaks the hell out of TC's to get them to shoot and be more reliable. You are correct, he has done a lot with both the Encore and Contender and is a wealth of knowledge.
