Fwiw, with Peterson Brass and 140 gr hammer hunters i use a .310 and an expander mandrel.
If it were me I’d buy a Tikka, order a carbon McMillan or AG Composites stock, send to a smith for bedding and call it a day. Throw the M Carbo trigger spring in while you’re taking it apart.

Correct, I usually f/l size with a bushing die (.03" under loaded round diameter and expander ball removed) and then expand it back out with an expander mandrel.
I anneal every firing, i don't know that it is an absolute must but I feel like consistent results come from consistent procedures. I typically wet tumble, resize (don't expand necks yet), corn cob to remove lube, anneal, expand necks and then go about priming and loading.
