Are bears typically in a den by 3rd season in Colorado?

For reference I will be hunting mule deer 3rd season in 41/42/421. I see they have OTC bear tags available. I am from PA and our rifle bear season is the weekend prior to Thanksgiving. Usually bears are not in dens at this time but it has happened on really cold or rarely snowy years.

Is it likely bears won't be in dens considering "normal" weather patterns?

I have seen fresh bear tracks in snow over multiple years in 3rd season CO. Around 9000 ft elevation mid november
