I have not handled the HPG Wind Cheater, but it looks quite a bit more robust than traditional wind shirts like the Patagonia Houdini or Black Diamond Alpine Start. These wind shirts are pretty specialized, they are meant to cut the wind and have good breathability while you are active. I find a lot of them have a trim fit, so they are are only worn over a baselayer or maybe a light midlayer. I would be very hesitant to wear a wind shirt like the Houdini or Alpine Start off-trail where it would probably get shredded by brush.

The HPG Wind Cheater is way heavier (24 oz vs 7.3 oz for the BD) and would probably bust brush no problem. It looks warmer and more water resistant. It also has more features like pockets, pit zips, and velcro cuffs.

I'd look at what you plan on using the coat for and narrow down which features/weight is more important.
