Apologies if I got NY regs wrong, maybe I have it conflated with something else, its been a while. Nevertheless, VT (rifle season only), NH and Maine all require in-person check in of the intact carcass so they can get a weight. Outside of the adirondacks thats the extent of northeast US deer tracking really, so quartering is not an option for many. like I said just drag it. Hopefully its downhill, but snow makes it way easier.
