New coyote hunting technique approved for Kansas

Kansas Department of Wildlife, Parks and Tourism commissioners voted Thursday to allow the use of light, night vision and thermal imaging to hunt coyotes at night.

I guess I heard about this, but didn't know it was up for a vote already. I try not to watch the news. What is the reasoning for this? I don't know all of the facts, but I can't say that I support hunting anything at night with spotlights or thermal imaging. How is this fair chase? Not trying to start an argument, just trying to understand the "why" in this.
