Here's the deal.
Like I mentioned above, you have to be a licensed outfitter to pack out elk/deer/etc for a fee.
It just doesnt make economical sense to be an outfitter and only pack out meat for people.

My idea of "changed up a bit" means just that. I'm sure the regs could be changed to associate lower fees with limited services. (Packers pay less than guides)

I realize it won't happen, but there's no good reason why it couldn't. Outfitters may be afraid of others finding their elk, but people already know where their camps and elk are at anyway.
