Alternate solution to close that revenue disparity---> sell more resident tags at the same price while backing off the non resident quantity...

Or trick folks into getting a parks pass with their vehicle registration and scoop up 43 million dollars

I don't know but I would think that would have a big impact. I think the main issue is the amount of land with such a low population.
