Tikka 7mm-08 139 LRX load

So I am haveing trouble finding a consistent load. I am useing IMR4895. At 43 grains 139LRX bullets haveing trouble finding consistency. It has grouped well at 2.855 overall. With is .111 of the landscape but I was getting sticky bolt. I have seat out to.075 with not much deviation. Is this as good as it will shoot or should I start testing again at .010 jump and work backwards now I wanna keep velocities up I will be hunting moose elk and bear and need the speed. Groups ranging from 1-1.5 it's ky 5th tikka and I have never been this stumped. Should I try a different bullet.
