In order to start applying for children for points in Co they need to be 12 years old with hunters ed correct?

Yes. Kind of.
They can be 11 at the time of application, but need to be 12 by the Season.
The way to do that is if they are 11 in April, apply for a high PP area for their first choice. Then pick something they can draw for 2nd - 4th choice.
That way they will get a PP and also a tag - if so desired.
There are some great youth opportunities that extend their seasons.
Be sure to read the new Regs when they come out in late February
